INVITATION TO TENDER/EXPRESSION OF INTEREST
1. PREAMBLE
The Northern Nigeria Economic Development Council (NNEDC) is a Northen Nigeria - Federal Government interventionist Agency established by an act of Parliament to develop the Northern region through the implementation of planned and sustainable projects. Therefore, in compliance with the requirements of the Public Procurement Act 2007 and Extant Regulations of Federal Government on procurement of goods, works and services, RCCDA wishes to invite experienced and competent Contractors/Suppliers to submit bids for the under listed 2026 Capital Projects
2. SCOPE OF WORKS, GOODS AND SERVICES

A1 - Supply and Installation of Agricultural Storage Facilities: Hermetic Storage Bags (For Maize); Solar-Powered Cold Storage Units For Tomatoes; Metal Silos (For Sorghum/Rice)
A2 - Supply and distribution of iRESS Inverter Solar BackPacks - 500w, 1000w, 2000w) (foldable solar panel, built-in inverter, and lithium battery designed to charge various electronics - phones, laptops, small fans etc,using solar energy) to empower Students, Artisans, Farmers, etc in rural communities
A3 - Supply and Installation of Surveillance/CCTV Cameras, Security and untility vehicles for security purposes across selected hotspots in major state capitals.
A4 - Supply and Installation of Laboratory Equipement In College Of Health Sciences, Nursing Schools and School of Midwifery across the northern region.
A5 - Supply and distribution of Communication Gadgets (Mobile Phones, Walkie Talkies) to selected Security Outfits/personnels within the northern region.
A6 - Procurement and dictribution of Computers, Laptops, Printers and other educational and office equipment to all the state owned Universities.
A7 - Procurement and distribution of Drugs, Medical/Hospital items, Sanitary, Disinfection Cleaning Materials and personal protection equipment (PPE), infusion and injection systems: Disposable Syringes and Hypodermic Needles, Urology Systems: Urine Bags, Urine Drainage Bags & Meters, Urinary Catheters Surgical kits, Ultrasound: Lubricants, Medical and surgical Gels, sterilization/wound care: Reels, protector guards, bandages (adhesive, compression, elastic/crepe), plasters, surgical mesh to Hospitals and Health Centers across the northern region.
A8 - Supply of Hospital, Medical and Laboratory furniture (Standard hospital beds, ICU beds, Pediatric beds, Examination Table, Hospital Chairs, patient chairs wheel chairs, Bedside Cabinets, Mattresses, Bedcovers/Pillows) to all the hospitals, clinics, health centers across the North.
A9 - Supply of ICU Equipment (Cardiac monitors, Ventilators, Infusion pumps, Patient monitors, Defibrillators), Ambulances / Emergency Vehicles to all the hospitals, clinics, health centers across the North.
A10 - Supply and Installation of Agro-Processing Equipment for the Cottage and Aggregation Centers across the Northern Region.
A11 - Supply and Installation of Cottage Feed Mill in Kazaure Town, Jigawa State.
A12 - Supply and installation of Cottage Rice Processing Equipment in Marabar Musawa, Kastina State
A13 - Supply and installation of Cottage Poultry Waste Processing Equipment Kastina, Kastina State.
A14 - Supply of Customized Back to School, Educational and Learning Materials, Magnetic Boards, Markers, Stationeries to Students in Kaduna State.
A15 - Supply of and distribution 100,000 Metric Tons of Assorted Grains for Strategic Grains Reserve to farmers across the Northern Region
A16 - Supply and distribution of 100,000 Metric Tons of Agrochemicals, fertilizers, herbicides to farmers across the Northern Region.
A17 - Supply and distribution Agricultural Inputs and equipments: new tractors, ploughs, harrows, trailer backs, harvesters to farmers across the Northern Region.
A18 - Supply of Sewing Machines, Motorcycles, Grinding Machines, Welding Mechines, Mechanical Tools, Water Pumps, Hair Dressing Equipment for Youth and Children empowerment across Sokoto State.
A19 - Procurement of Irrigation Equipment to farmers across Jigawa State
A20 - Procurement of 500 units of open body 3 wheels cargo motor Tricycle to farmers across Kastina State
A21 - Procurement of 500 Units of Tricycle (Open Body) across Kano State.
A22 - Supply and Installation 1,000 Units 500kVA Transformers in selected Senatorial Districts across the North.
A23 - Construction, Supply and Installation of 500,000 Units of All-in-one Solar Street Light (10,000 Lumen with Lithium Battery) in selected Senatorial Districts across the Northern region.
A24 - Construction of 5 Nos. Block of 3 Classroom with offices, furniture and Solar Panels in selected schools in Buruku Federal Constituency, Benue State.
A25 - Reconstruction of burnt down hostel blocks at Government Girls Science Secondary School, Mayobelwa, Adamawa State.
A26 - Renovation and equipping of Dampar Health Center in Wukari/Ibi Federal Constituecy, Taraba State.
A27 - Renovation and equipping of Comprehensive Health Center, Shonga, Kwara North Senatorial District, Kwara State.
A28 - Construction/equipping and furnishning of 50 space Primary Health Center in Dutse Mari, Kebbi State
A29 - Construction/equipping and furnishning of 50 space Primary Health Center in Mayallo, Kebbi State
A30 - Renovation/equipping and furnishning of Hayin-Alhaki and Chediya Primary Health Center in Zamfara State

B1 - Procurement of Support/Relief Materials (Food items, Medications, Personal Care, Hygiene Products, Cleaning/Disinfectants, Dietary Supplements, Clothes, Blankets, Mattresses etc) for IDPS across the Northern region.
B2 - Supply of Irrigation Pumping Machines for Dry Season Farmers in Yobe State.
B3 - Procurement of 1,500 Units of Sewing Machines (Industrial and Ordinary) for empowerment and skill aquisition for Niger North Senatorial District, Niger State.
B4 - Provision of Laptops and Other ICT Software for 1000 Youths in Abaji, Kuje Gwagwalada and Kwali Constituencies, Abuja.
B5 - Construction and equipping of Classroom, offices, toilets and Solar Powered Borehole with Overhead Tank in Gangzamanu, Toungo LGA, Adamawa State.
B6 - Construction and equipping of 6 Blocks of Classroom at Gambe Primary School with Solar Powered Borehole and Overhead Tank in Mayo Belwa LGA, Adamawa State.
B7 - Construction and equipping of 6 Blocks of Classroom with Solar Powered Borehole and Overhead Tank in Kigbera, Borgua LGA, Niger State.
B8 - Rehabilitation, Fencing, furnishing and equipping of Mafa Primary Health Center in Mafa, Mafa LGA, Borno State.
B9 - Construction/equipping and furnishing of Primaty Health Center at Biogberu, Baruten LGA, Kwara State.
B10 - Construction and equipping of Health Center and Solar Powered Borehole with Overhead Tank in Bargaja, Bargaja LGA, Sokoto State.
B11 - Construction and equipping of Health Center and Solar Powered Borehole with Overhead Tank in Filanga, Gashaka LGA, Taraba State.
B12 - Construction and equipping of Health Center and Solar Powered Borehole with Overhead Tank in Hammayayi, Dutse LGA, Jigawa State.
B13 - Construction and furnishing of Youths & Women Training Centers in Ningi/Warji, Bauchi State.
B14 - Construction and furnishing of 2 ICT Centers in Kaduna North Senatorial District, Kaduna State.
B15 - Construction and furnishing of Rural Buildings at Danguro and other areas in Kano State
B16 - Construction and furnishing of ICT Center of 150 seating capacity at Shinkafi, Zamfara State.
B17 - Construction and furnishing of Two Bedrooms Junior Staff Quarters in FSTC Gashua, Yobe State
B18 - Construction/equipping and furnishing of City Center at East Yobe State.
B19 - Construction/equipping and furnishing of ICT Center at Maigatari, Jigawa State.
B20 - Constructtion of 10KM concrete road with drainages linking Roni-Nanumawa-Unguwar Mani in Jigawa State.
3. ELIGIBILITY REQUIREMENTS:
All interested bidders seeking to be considered must satisfy the requirements as specified in TENDER DOCUMENTS (INVITATION TO TENDER) otherwise known as Standard Bidding Document (SBD)
4. COLLECTION OF TENDER DOCUMENTS (INVITATION TO TENDER)
Interested companies (for Goods & Works) are to collect the Standard Bidding Document (SBD) from the office of the Executive Secretary, NNEDC, Ahmed Talib House, 18/19 Ahmadu Bello Way, Kaduna, Kaduna State.
5. SUBMISSION OF EOI (SERVICES) AND PREQUALIFICATION DOCUMENTS
Interested firms are to submit two (2) bound of Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Office at NNEDC not later than the deadline stipulated in the prospective Tender Document
6. SUBMISSION OF TENDER DOCUMENTS (INVITATION TO TENDER)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the Technical and Financial bids, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to: THE EXECUTIVE SECRETARY, NNEDC, AHMED TALIB HOUSE, 18/19 AHMADU BELLO WAY, KADUNA, KADUNA STATE; and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Office NNEDC not later than the deadline stipulated in the prospective Tender Document.
Every bidder should ensure a tender submission form receipt and tender document submission acknowledgement letter is issued accordingly.
7. EOI/BID OPENING
EOI & PREQUALIFICATION
The EOI & Prequalification documents will be opened immediately after the deadline of submission as stipulated in the prospective Tender Document in the presence of bidders or their representatives. Bidders should please ensure that you sign the Bid Submission Register in the Office of the Head Procurement, NNEDC, Ahmed Talib House, 18/19 Ahmadu Bello Way, Kaduna, Kaduna State. as the Agency will not be held liable for misplaced or wrongly submitted bids. 8. GENERAL INFORMATION
a. EOIs/Bids must be in English Language and signed by an official authorised by the bidder
b. EOIs/Bids submitted after the deadline for submission would be returned un-opened
c. Applicants should not bid for more than two (2) Lots (violation is automatic disqualification).
d. All costs will be borne by the bidders.
e. Failure to comply with any of the above requirements will form the basis for the disqualification of the bidders
f. Invitation to tender: Only prequalified bidders at technical evaluation will be invited at a later date for financial bids opening while the financial bids of unsuccessful bidders will be returned un-opened.
g. Services: Only shortlisted firms at EOI evaluation will be invited at a later date for collection of Request for Proposals.
h. Invitation to Pre-Qualification: Only pre-qualified bidders at technical evaluation will be invited at a later date for collection of tender documents.
i. NNEDC is not bound to pre-qualify/shortlist any applicant and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with the Public Procurement Act 2019.
